Winter Environmental was contracted to excavate TSCA regulated, PCB impacted soils along the Southside Beltline Trail in Atlanta. Work was delivered in two phases during 2025.
Phase 1 focused on establishing site access and removing roughly 450 tons of TSCA regulated material. Excavation followed a grid system developed from sitewide soil borings and survey data.
Phase 2 extended the access road and expanded excavation efforts. Crews removed about 6,800 tons of TSCA regulated Subtitle C soil and 2,100 tons of non-hazardous Subtitle D soil. The team also installed a visual barrier to support future earthwork and backfilled the excavated areas to within two feet of the contractor’s final grade.
