Winter Environmental completed a multi discipline remediation and demolition project at a former clock manufacturing facility in Athens, Georgia between February and May 2019. The plant had been closed since 2000 and was purchased in 2018 for redevelopment under the Georgia Brownfield Program. Winter Environmental was contracted to perform contaminated soil remediation, asbestos and mold abatement, demolition, and PCB and universal waste removal to prepare the property for adaptive reuse.

Before beginning soil remediation, Winter Environmental removed asbestos containing materials, PCB impacted components, and universal waste. The team then demolished interior walls and equipment and removed the central section of the facility’s roof to support excavation activities. A 26,500 square foot section of concrete slab was demolished, and more than 2,000 tons of soil was excavated to depths of up to twelve feet. A soil nail shoring system was installed to maintain safe excavation conditions.

Excavated soils were segregated into three streams: material suitable for overburden, low level impacted soil for disposal at a Subtitle D landfill, and soil requiring on site treatment with a proprietary agent prior to offsite disposal. Backfilling required installation of a bioavailable absorbent media layer at the groundwater table, followed by a passive groundwater treatment system, and the placement of stockpiled overburden and imported clean fill. A vapor intrusion mitigation system was installed in the 26,500-square-foot opening prior to pouring the concrete slab.

The project concluded with additional asbestos and mold abatement within the 18,000 square foot administration area of the facility. Winter Environmental delivered a comprehensive and safe remediation effort that supported the site's transformation into a mixed-use Brownfield redevelopment asset on the 35-acre site. Winter Construction completed renovation and build out of the site, which was reconfigured for use as a warehouse for a brewing company and a call center for a national retailer.
